Welcome to the lovely Harper's Cove!

Our hood website hasn't been updated in a little while due to family affairs and also computer problems of our webmistress. However, updates are in the works, so you can sign up for email updates to make sure you know when the site is updated!

We have great plans in store for our town including new website layouts, new home-tour features, a much needed simplification of our laws and finance procedures, social club events, and much more! We are also looking forward to becoming active in the world wide community once again! Thank you for your continued support of Harper's Cove!

We're also currently taking applications for immigration for Period 5. We're looking for 3 families to become residents of Harper's Cove. Check out the Office of Tourism for more information, if you're interested!

Trouble at Farmer's Market

While it is true that the Farmer's Market has been a booming business ever since its opening on Simday 16, its had its fair share of trouble. In a previous article, we mentioned that this season has seen more thunderstorms than usual and that half of the Swanson Farm's crops were destroyed. Well, the Farmer's Market was also affected by the thunderstorms. On Simday 18, the Farmer's Market was struck by lightning and a big fire destroyed part of the barn. The Swanson family was able to pay for repairs and the market opened back up the very next day. But a few customers sustained minor injuries from the fire.

Also, on Simday 19 Chief of Police Daryl Clayton, was called to the Farmer's Market after a fight broke out between Hank Swanson and one of his customers. "She didn't like the price of our tomatoes, so she jumped me!" Hank told this reporter. There was only one witness to the attack, but Chief Clayton stated that the police are unable to find him for questioning. At this time, no charges have been filed and no fines have been given out. However, this case is still open and Chief Clayton urges anyone that has information to come forward so it can be resolved fairly and promptly.

Farmer's Market Opens

Simday 16 heralded the opening of the new Farmer's Market, owned and operated by the Swanson family. The Farmer's Market is on the outskirts of town on Farmhouse Trail, but a visit is well worth the drive. The market offers fresh fruits and vegetables along with other organic food products. On opening day, the market store was actually sold out! Larkin Trillby, owner of the Patio Cafe on Lighthouse Way, got there early and bought buckets and buckets of the fresh produce. "I am so excited to say that the Patio Cafe will use all fresh produce from the Farmer's Market from now on," Ms. Trillby stated.

The Farmer's Market also boasts a full restaurant that serves southern food...namely the best fried chicken in town! The chef is Martha Swanson who has always dreamed of owning a restaurant. So, while her husband and son (Hank and Ernest Swanson) work the fields at the Swanson Farm, Martha and her daughter-in-law Carol run the market and restaurant. Martha specializes in southern foods, but the menu also has an array of delicious desserts since Martha is an avid pastry chef as well.

The Farmer's Market held a grand opening celebration on Simday 16 and the turn out was enormous. Local celebrity Sergio Gitano even stopped by and tested their famous fried chicken and mashed potatoes. He was even overheard smacking his lips, and even Martha was overheard saying, "That Sergio is sooo hot!" All in all, the Farmer's Market is a wonderful addition to our community and will encourage healthier eating and fresh food.

Swanson Farm Troubles

Swanson Farms, established Simday 16, has had a very rough start. Owned by local farmer Hank Swanson and his family, Swanson Farms is the only agricultural lot in town and supplies Harper's Cove with all of its fresh produce. But this spring has been full of rain, more so than usual. And Swanson Farms reports major crop losses this period due to the weather. About half of the Swanson crops were damaged or destroyed due to what Hank Swanson calls "over-saturation". "Crops are very delicate. They need just the right amount of water and tending or they just won't grow right," Mr. Swanson states. This period they have been over-watered due to the very rainy conditions. But Mr. Swanson assures us that they still were able to harvest enough good crops to last the rest of this period. He is also considering building green houses to ensure the health of next period's crops.

As if losing half of his first harvest wasn't rough enough, Mr. Swanson was hit with more tragedy this period. While trying to cover his plants during one particularly bad thunderstorms, Hank Swanson was struck by lightning in his fields. His wife Martha Swanson, called 911 and Hank spent a few days in the hospital. "Mr. Swanson was burnt pretty badly when he was brought in," HC Memorial Chief of Staff Dr. Maya Deppiesse stated. "But he was expected to make a full recovery and is now back at home tending to his farm." Mr. Swanson was very lucky to have survived such a direct lightning hit, and it serves as a reminder to us all to stay inside during thunderstorms!

Former Mayor attacks New Mayor's Wife

Chief Clayton of the Harper's Cove Police Department reported a domestic disturbance on Harbor Lane on Simday 17. According to the 911 call, previous mayor Lloyd Winfield had entered the Randolph residence and assaulted Mayor Gregory Randolph's wife, Annabelle. The caller was Harmony Randolph, the mayor's daughter. According to the Randolph family, Mr. Winfield was upset because Annabelle had been looking through a telescope in the direction of his house. Mrs. Randolph denies any allegations that she was spying on the Winfield family, but Lloyd Winfield tells a different story. "Mrs. Randolph was like a peeping Tom! She was spying on my family the entire day, and I finally had enough!" Lloyd Winfield told this reporter. "It was a total invasion of privacy and she should be punished." Mr. Winfield admits that he might have been a little too rough with Mrs. Randolph, but that she should be punished for spying on his family.

Chief Clayton arrived on the scene shortly after the altercation and interviewed both families for both sides of the story. Fortunately for the mayor's wife, spying on another resident is not punishable by law and therefore was not charged with any violation. However, Mr. Winfield was charged with 1st Offense Assault, and fined $1,000 and now has a permanent record. This is not good publicity for the Winfield family, especially after last period when their eldest daughter Melanie, made headlines for underage drinking. I think the Winfield family can kiss any hopes for mayoral re-election goodbye.

Fun at the Pet Park

The brand new Harper's Cove Pet Society made it possible for all of our furry residents to have a place to play this period. The Playful Paws Pet Park opened on Simday 16, much to the joy of dogs and cats everywhere. The park has areas for both large and small pets, cats and dogs and people too! There's plenty of room for running, fetch, frisbee, and all sorts of other activities. The park also features a club house with restrooms for the human variety and a place to escape the heat or cold and relax indoors. There's a meeting room upstairs where the Pet Society holds its weekly meetings and functions. The club house can be reserved for all sorts of events ranging from birthday parties to funerals and yes, even weddings!

The Pet Society was the first club registered in Harper's Cove. One of our newest residents, Ross Layfield, was elected as the first Pet Society President. The other members are extremely happy with his efforts since it was Mr. Layfield who presented the plans for the pet cemetery and park to City Council on Simday 16. Mr. Layfield is also the Music Advisor on City Council, and was able to sway the other members in favor of the construction of the two venues for very low prices. An avid animal lover, Mr. Layfield was also the first resident in Harper's Cove to become a pet owner, and the first pet breeder. His cats, Cleo and Bonkers, had 3 kittens this period which are currently for sale. Harper's Cove is so happy to have Mr. Layfield as a resident. He has contributed so much in such a short time period.

Pet Cemetery Opens

Thanks to the new Harper's Cove Pet Society headed by Ross Layfield, the community has a beautiful new cemetery for its furry residents. The Peaceful Paws Pet Cemetery opened on Simday 16, just in time for the burial of its first pet. On Simday 17, a sweet dog named Max passed away. His owners (Mayor Gregory Randolph and family) held his funeral at the new Playful Paws Pet Park and then proceeded to the burial in the new cemetery. Max is the first pet to call Peaceful Paws his home.

Mayor Randolph praised the efforts of the Pet Society members in "making the funeral service and burial special". The Mayor also donated a nice sum of money to the Pet Society for the upkeep of its facilities. "The Pet Society has given us two wonderful venues to use and they were really great to my family as we went through this sad time," Mayor Randolph said in a recent interview.

New Local Musician

Along with a new Mayor, City Council, and newspaper layout, Harper's Cove was also happy to welcome a new musician to our town. His name is Ross Layfield and he has become Harper's Cove most eligible bachelor. Mr. Layfield is single, owns 2 cats, and loves to play music. Although he says his life dream is to go into the Law field and "maybe become a lawyer one day". As for right now, Ross is working on his first record which he states is reminiscent of 90s rock and he hopes that it will be released in Period 5. He has also met and made quick friends with our very own Sergio Gitano, who already has quite the fan base in town as well as abroad.

Rumor has it the two musicians are collaborating on a new musical project that promises to bigger and better than ever. A concert is in the plans for Sergio Gitano, but it is still a question as to whether Ross Layfield will be joining him on stage as a guest appearance. Either way, Harper's Cove is very happy to welcome Ross Layfield to town!

After signing the Apartment Life deal, our town began to have a few problems adjusting to the new way of life. We were forced to rebuild our town, and I am happy to say that Harper's Cove is more beautiful than before! In addition, all of our residents have received free makeovers and everyone is looking wonderful!

Because of the major changes in our town, it is necessary for our website to undergo some major changes as well. The overall set up and organization of the site will remain the same, but new pictures and profiles need to be uploaded.

Our Archive Librarian, Claire Northcliffe, will be heading this website makeover and her first project is going to be the Resident Directory followed by the Real Estate Directory. Eventually, all pictures and information will be updated.

We are continuing on in Period 4 as usual, and our website renovation will be completed by the end of it. We are looking forward to this new change, and we hope you enjoy it! Feel free to ask me any questions regarding this matter.

Plastic Surgery Center Now Open

Residents and townies of Harper's Cove are excited about the new Plastic Surgery Center which opened on simday 16. The center, or PSC for short, is owned by Dr. Abhijeet Deppiesse. Dr. Deppiesse has worked for Harper's Cove Memorial Hospital since simday 6. In fact, he is still currently employed there as a Medical Researcher in his spare time. With all of his experience and time spent in the medical field, Dr. Deppiesse decided to finally open his own practice in the field that he loves the most, plastic and reconstructive surgery.

The center has state of the art equipment for surgery procedures and four recovery rooms equipped with beds, recliners, a television and every comfort of home. At the moment, Dr. Deppiesse is the only doctor on staff for surgeries but he is hoping to add another doctor as his practice grows.

Dr. Deppiesse allowed this reporter to sit in on his very first procedure. The patient was townie Marisa Bendett who was there for a rhinoplasty, or in simpler terms...a "nose job". The first step in the process is a one-on-one consultation with Dr. Deppiesse to determine the patient's health history including health problems or conditions and allergies. Then Dr. Deppiesse and the patient go through pictures to determine what changes the patient wishes to make. After the consultation, an appointment is made for the actual surgery date.

The surgery itself is very fast and quite simple. Dr. Deppiesse uses a computerized machine to map the contours of the patient's face and to input the desired alterations. It is imperative that the patient be in high spirits, otherwise the surgery may not be a success. Therefore, the doctor does offer a sedative to calm the nerves (max-aspiration) for an extra fee.

Recovery time after surgery depends on the extent of the procedures being performed. Most patients with one major procedure are able to go home the same day, after a few hours in the center's recovery room. Other more in depth procedures may take overnight recovery with monitoring at the center.

Marisa Bendett, the first patient of the Plastic Surgery Center, was very happy with her new nose! She told this reporter, "Dr. Deppiesse was such a nice man and he's really very talented with a scalpel! He did a great job and I bet I'll have no trouble finding a boyfriend now!"

And indeed, Ms. Bendett's nose looks tremendously better. The difference is definitely noticeable, and even Dr. Deppiesse is very pleased with the outcome. But why don't you see for yourself:

As I left the Plastic Surgery Center that day, the waiting room was full of people waiting to have consultations with Dr. Deppiesse. Harper's Cove is bound to be full of beautiful people thanks to Dr. Deppiesse and his success at plastic surgery and facial reconstruction!

Art Museum's Grand Opening

Located on Lighthouse Road, the brand new Winfield Art Museum held its Grand Opening on Simday 16. The museum's owner is former mayor Lloyd Winfield who has always been an art aficionado. The museum offers three different art themes, and each season each exhibition will change. Local artists are encouraged to present their artwork to Mr. Winfield if they are interested in having their artwork put on display. The musuem also offers chess tables, an espresso bar, and event rentals.

The entire City Council turned out for the grand opening, including Mayor Randolph and his wife Annabelle, who were the guests of honor. Former mayor Mr. Winfield and Mayor Randolph talked for most of the evening, mostly about politics and other Council-related issues.

Sheriff Daryl Clayton was also in attendance. It appeared that there was no animosity between Mr. Winfield and Sheriff Clayton, which is surprising after the gnome incident discussed on page 15 of this issue. Mr. Winfield and Sheriff Clayton have always been good friends, and it looks like recent events have not affected said friendship.

Also in attendance were Chief of Staff/City Council Medical Advisor Dr. Maya Deppiesse and her husband Dr. Abhijeet Deppiesse. The Deppiesses were late to arrive to the grand opening due to issues at the hospital.

"All of the lightning storms have resulted in an increase in burn and smoke inhalation emergencies," Chief of Staff Dr. Maya Deppiesse told us. "My husband and I have been working many late nights at the hospital this season."

Another person in attendance was Jan Tellerman, previous townie and also the love interest of Sheriff Daryl Clayton. Ms. Tellerman became an official resident of Harper's Cove when she moved in with Sheriff Clayton upon finding out that she was pregnant with his child. There is no word on engagement or wedding plans; there's not even any definitive word on whether or not they are an actual couple. Nonetheless, they are expecting the birth of their child on Simday 21.

Archive Librarian Claire Northcliffe and Music Advisor Ross Layfield also attended the grand opening. Ms. Northcliffe was notably unhappy at seeing Sheriff Clayton with Jan Tellerman. Not too long ago, Ms. Northcliffe and Sheriff Clayton were in a romantic relationship which quickly ended when Ms. Tellerman announced her pregnancy. Ms. Northcliffe commented saying, "I had no idea Daryl was even seeing anyone else. He broke my heart, and now he has the nerve to parade around with her right in front of me? He simply has no class."

Music Advisor Ross Layfield commented on the awkward moment. "I really thought we were going to have a fight on our hands. Sheriff Clayton was making out with Jan Tellerman right in front of Claire! I really thought Claire was going to punch him."

Fortunately, Ms. Northcliffe did not attack Sheriff Clayton and she spent the rest of the evening chatting with Annabelle Randolph and Patricia Winfield. The three ladies are very heavily involved in the City Council and politics, and so they had plenty to talk about. Although it is rumored that they spent most of the evening gossiping about other residents.

Some of the guests actually spent time viewing the artwork at the Museum's Grand Opening. Mayor Randolph and Dr. Deppiesse engaged in a polite debate on the Ancient Rome exhibit. Mayor Randolph was overheard saying, "This is exactly what our town needed. A little bit of culture and class."

As the evening wound down, the crowd gathered on the outdoor patio to enjoy some wine and the cool spring weather. The night was uncharacteristically rain-free, and the laughter and clinking of wine glasses could be heard all the way over on Maple Street.

As the grand opening came to an end, Mayor Randolph proposed a toast to the success of the Winfield Art Museum. The museum is a wonderful addition to our community and promises to encourage an appreciation for the finer things in life.

Sheriff Caught Stealing

Sheriff Daryl Clayton of the Harper's Cove Police Department has landed himself in trouble with his very own law enforcement team. A nanny employed by former mayor Lloyd Winfield and Harper Times news reporter/City Council Journalism Advisor Patricia Winfield, called the police station with a surprising report. The Sheriff was stealing a lawn ornament from the Winfield's front lawn.

"I couldn't believe my old eyes," nanny Trudy Vijayakar told us. "I always thought Sheriff Clayton was an upstanding fella, a real Captain Hero if ya know what I mean. Never thought he'd resort to gnome-stealin'."

Sheriff Clayton had been at the Winfield's residence for the kidnapping case mentioned on page 13 of this issue. After wrapping up the case, it appears he walked up to the Winfield's flowerbed and stole their lawn gnome.

Upon returning to the station, his second-in-command (townie Horatio Guards) confronted him about Ms. Vijayakar's allegations at which time the gnome was found in Sheriff Clayton's police cruiser.

Sheriff Clayton was charged with theft and fined $500 as a first offense. He also was forced to take the gnome back to the Winfields and apologize for his behavior. "Daryl has always been a good friend of ours," Patricia Winfield was noted as saying. "I'm sure he wasn't actually stealing our gnome. He probably just wanted to wash it for us...or something." Sheriff Clayton has been rather tight-lipped about why he took the gnome, but either way, this kind of news is not good for the Sheriff's reputation.

Lightning Storms Cause Fires

This period has seen more severe thunderstorms than ever before in Harper's Cove. It is not uncommon for these thunderstorms to also produce hail and floods. However, the lightning is the most dangerous by far. Lightning can strike anywhere and at anytime, even if it seems the storm is far away.

Local weather authorities urge the residents of Harpers Cove to take extra care during a thunderstorm. Although thunderstorms and lightning strikes are more common during the summer, it can happen any time of the year as we are experiencing right now during our spring season. Authorities have issued the message "When Thunder Roars, Go Indoors" as a reminder to stay inside during these storms. Taking shelter under trees is not safe in any way.

In fact, trees are hit by lightning on a regular basis. That has been a real source of concern around town this period. When a tree is struck by lightning, it usually catches on fire. Sometimes the rain itself is enough to put this fire out. Other times, the fire can grow and spread.

The above picture was taken at the Winfield family's residence, during one particularly nasty storm. Luckily, the rain put out this raging fire before it could spread to the house.

Trees aren't the only outdoor things that can be struck by lightning. Any object such as a hottub or telescope is capable of being struck and catching on fire. It is always safe to have a fire alarm installed on the exterior of your home, just in case a fire is unable to go out on its own.

During a different storm this period, lightning struck at the Winfield residence once again, this time igniting the family's hottub. The rain died down soon after, and the fire was left unabated. The fire began to quickly spread across the lawn towards the house. Thanks to the bravery and quick action of former mayor Lloyd Winfield, the fire was extinguished with no major damage other than the destroyed hottub. "It was a close call," Mr. Winfield stated. "For awhile there, I thought I'd be meeting the Grim Reaper before the fire was put out. I'll definitely be installing a fire alarm outside before the next storm."

Luckily, Mr. Winfield sustained only minor burns and a small case of smoke inhalation. He visited the Harper's Cove Memorial Hospital and was released later that day. Chief of Staff Maya Deppiesse commented that the former mayor will make a full recovery.

Kidnapping Attempt Foiled

Harper Times News Reporter and City Council Journalism Advisor, Patricia Winfield, went out to check her mail on the morning of Simday 16. She decided to bring her one year old son, Christopher, out with her for some fresh air. A townie by the name of Lyndsay Louie walked by and allegedly tried to steal the baby right out of Mrs. Winfield's arms.

"I was so shocked. One minute she was saying good morning to me, the next...she was trying to wrestle my son out of my arms," Mrs. Winfield told us.

Mrs. Winfield yelled to her older son (Nicholas, 10) who was still in the house, to call the police. Within minutes, Sheriff Daryl Clayton arrived on the scene just in time. He caught the suspect, Ms. Louie, as she was trying to run away.

A tearful Mrs. Winfield told us, "If Sheriff Clayton hadn't gotten there so fast, that crazy woman would have taken my son! I want to see her go to jail for a very long time."

According to Sheriff Clayton, Ms. Louie has been arrested and tried with kidnapping charges and assault. She asked for a lawyer before she was even in handcuffs, so the police cannot ask her any questions as to why she tried to take the Winfield baby. Ms. Louie is currently being held in the Harper's Cove Jail awaiting trial.

Mrs. Winfield is just happy that her baby was unharmed and that the suspect is in custody. "She deserves to stay in jail for the rest of her life! You can't just go around stealing babies," Mrs. Winfield told us.

Unfortunately for Mrs. Winfield, Lyndsay Louie will most likely not be sentenced to life in prison if she is convicted. Although, based on these charges it is likely she will be behind bars for a few years at least.

Inter-community relationships

After the devastating hurricane that left us cut off from the rest of Sim Nation, how can we as a community get re-acquainted and re-involved with the entire nation?

Gregory Randolph: I believe the biggest effort we can make to get re-involved with Sim Nation is to become active once again with the SUN. First and foremost, we need to submit an update to the SUN hood database.

Patricia Winfield: I agree, Mayor. In addition, we also need to make it publicly known that we are back up and running. Posting an article or announcement on the SUN forums would be the best way to do this. And of course posting a new welcome message on our community website.

Maya Deppiesse: While that all is very important, we also need to let the other communities in Sim Nation know that we are all alive and well. Remember that there are a few residents of our town who immigrated from other towns. I'm sure their family members in those other towns are worried sick about their well-being. I would also like to officially state that no residents were injured from the hurricane and everyone is healthy.

Gregory Randolph: That is very good to hear, Dr. Deppiesse. And you are correct about notifying the families of our immigrants.

Ross Layfield: I would also like to make a suggestion. Perhaps a "Welcome Back" festival of some sort would go a long way to initiate relations with other communities. We could invite the Spokes Sims and their families from other communities to Harper's Cove for the festival, and make it an inter-community affair. I'm sure Sergio Gitano or even myself, would be more than happy to perform at the festival.

Gregory Randolph: I'm sure you would, Mr. Layfield. That's very um..generous of you. A festival sounds like a lot of work right now, and we're just trying to get back on our feet. Perhaps a festival could be put off until next period so we have enough time to plan it properly.

Conclusion: An update will be submitted to the SUN and an announcement will be posted on the SUN forums that Harper's Cove is back and all residents are alive and well. A new welcome message will be posted on our community website. A "Welcome Back" festival is still under debate and will be discussed at the next council meeting on Simday 21.

SimTrust Bank Lending Policies

SimTrust Bank has just come to Harper's Cove and has proposed some lending policies that need to be voted on and approved by City Council. The policies include Business and Home Mortgages that include 10% down, period payments over 60 simdays, and a 5% interest rate paid to the bank on the remainder of the mortgaged amount. Second, Business and Private Loans that include 5% interest rates paid to the bank on the remaining amount of the loan, payments of 10% of the loan each period with a payment deferrment for the period in which the loan is first taken out. Third, Business and Personal Savings Accounts that include 1% interest rates paid to the account holder on the last day of the period, period maintenance fees that scale with the total amount in the account, and the opportunity for sims all over Sim Nation to order personalized checks for a small fee.

Gregory Randolph: As the Business Advisor, I must say that our town definitely needs some sort of financing and lending opportunities. You can't expect sims in today's economy to just pull out $20,000 and start a business. I believe the terms and policies that SimTrust Bank has offered are reasonable and I approve.

Maya Deppiesse: I agree that the terms are reasonable. However, who actually owns SimTrust Bank and who keeps their profits?

Patricia Winfield: I also think the terms are fair, but I would insist that the City Council owns SimTrust Bank and hires a manager to run the daily affairs. City Council would pay him/her a salary of course. But all profits should go towards the upkeep of the building and to City Council's coffers.

Ross Layfield: I vote yes on the terms of all the lending options and agree that it is exactly what our business industry needs at this time. However, if City Council owns SimTrust Bank I would be worried about over-charging on interest rates in the future. We don't want to seem like the Council is out to make a profit off of its residents going into debt.

Conclusion: City Council accepts and approves the SimTrust Bank policies and terms on all lending and financial services discussed here.

Immigration: are we ready?

After just getting back on our feet after the hurricane, are we ready to open our doors again to immigrating families? Can our economy handle it and can we assure their safety?

Gregory Randolph: I must admit that we have a lot to do before we are "back on our feet". As a new Council, we have a lot on our plates to ensure the safety and prosperity of our current residents...let alone new immigrants.

Ross Layfield: We have to open our doors eventually, Mayor Randolph. Nothing will show Sim Nation that we are back more than accepting applications for immigration.

Patricia Winfield: I agree with Mr. Layfield. I also think that new residents would help to strengthen our economy by introducing new funds, new customers, new businesses, new taxes, etc. After a disaster like the one we just had, we need to look to the future and help our community to continue to grow.

Claire Northcliffe: Might I also add that we have a lot of job openings around town right now that need to be filled one way or the other. Sure, we could hope that some of our residents marry townies which can then fill the positions. But it would help our inter-community relations even more by accepting immigrating families once again.

Maya Deppiesse: New families would definitely help Harper's Cove to get back to normal. They will help the economy and ensure inter-community relations. I think it's a great idea to open our gates. However, Mayor Randolph is right also. We have a lot of work to do, and who wants to move to a community that just got hit by a horrible hurricane and fell off the face of the earth for a few months? We have a lot of ground to re-gain before anyone will even consider it. But that doesn't mean we should close ourselves off. I vote yes to immigration.

Conclusion: Applications for immigration will be accepted, with move in dates for Simday 21. A new Office of Tourism will be available on the community website.

Social Services Department and new position

With immigration on the agenda and the wide variety of jobs that need to be filled around town, a Social Services Department is in order. And along with it, a new city employee to handle its affairs.

Gregory Randolph: Exactly how many jobs need to be filled? Do we need an entire department to handle this, or can we just tack it on to an already existing department?

Patricia Winfield: According to my research, there are about 7 job listings including some city employee positions. The only other office we could attach it to would be the Archive Librarian position.

Claire Northcliffe: Wait a minute. That is impossible. As the current Archive Librarian, I can assure you that this position can take on no new responsibilities. I believe we are already going to be discussing the roles of this position later on in the meeting, so I will not go into it now. However, taking over job placement duties would be unheard of.

Maya Deppiesse: I think we should make the new Social Services Department. Not only could it handle job listings and placement, but it could also handle other matters like Child Support claims and Welfare applications, both of which would free up Sheriff Clayton tremendously. And heaven knows we need our police on the streets now more than ever, not behind some desk pushing paperwork.

Ross Layfield: I agree. A Social Services Department could be useful for far more than just job assistance. It could help new immigrants upon their arrival with setting up jobs and schooling, etc. And I do believe that there would need to be a new city employee position created. The Archive Librarian can't do it all!

Gregory Randolph: Okay, you've all convinced me. The new department and employee could help relieve our current offices of some extraneous duties.

Conclusion: A new Social Services Department will be implemented and a new city employee position will be created.

Newspaper Updates

Just a quick vote on whether to release a newspaper issue all at once at the end of each period, or page by page during the period.

Gregory Randolph: This item is brought to us by Patricia Winfield. Mrs. Winfield, please explain your position.

Patricia Winfield: Gladly. With the growing population there comes a lot more news! And residents don't want to have to wait till the very end of the period to know what's going on. Not to mention that as the newspaper gets bigger and bigger with more and more pages of stories, the newspaper staff (which is currently only myself and Ector Creelman) will have to put in double time to get it on the stands. I propose that we publish the stories as they happen instead of all at once like we've done in the past.

Maya Deppiesse: Sounds like a great idea to me. Also, it would enable on-going stories to be posted in the same issue. If someone gets assaulted on simday 16 and has their trial on simday 20, we could hear about it as it happens instead of after it's over.

Claire Northcliffe: It would also help my record-keeping if I had an up-to-date account of what's going on around town.

Conclusion: The Harper Times will be updated on a regular basis as stories happen, instead of once per period.

Pet Club petitions for park and cemetery

The new Harper's Cove Pet Society has asked that the City Council purchase lots and buildings for a pet park and pet cemetery. They have offered to pay rent on the properties, but since they are a non-profit organization they cannot come up with the funds to pay a tremendous amount.

Gregory Randolph: I don't see how the City Council could justify owning a pet park. That is a private establishment and should be owned privately. However, the pet cemetery is technically a social service as any cemetery would be and can be owned by the Council.

Ross Layfield: As president of the Pet Society, I would like to point out that we will not be generating any sort of income, other than hosting pet funerals or pet parties. We will be working primarily on the time and service of our volunteers and pet club members along with their period dues. So rent should be kept low if possible.

Patricia Winfield: I think $300 for the rent of the pet cemetery would be feasible. However, you must supply as much upkeep via your volunteers as possible. The Council cannot shell out that much money a period.

Maya Deppiesse: As for the pet park, perhaps Creelman Realty and SimTrust Bank can help the Pet Society come up with a specialized mortgage plan, since it is not a single sim with a single lifetime to pay it back. It's a club and could possibly qualify for a longer payment time-frame.

Claire Northcliffe: And since the Pet Society is planning on charging for hosting funerals and other events, they would still be held to the 10% Business Tax law. But perhaps we could wave their need for a Business Certificate since they are a Non-Profit Organization?

Ross Layfield: And any donations are tax-exempt?

Gregory Randolph: These terms sound reasonable to me, and it sounds like we're all in agreement.

Conclusion: City Council will purchase and own the pet cemetery charging $300 per period rent from the Pet Society. The City Council will not purchase a pet park, as it is not a social service lot. The Business Certificate for the pet park will be waived, but the Pet Society must still pay the 10% Business Tax on any profits, except donations which are tax exempt.

New laws, policies, ordinances?

Since we are a new council, the floor is open to any suggestions for the removal of or addition to our current laws, policies, and ordinances.

Gregory Randolph: This isn't really a new law or policy...I just wanted to notify everyone that the Council is supposed to be publishing period financial statements for the public. So far, this has not happened. I pledge that this period there will be a financial statement available. SimTrust Bank should be in charge of preparing this record as well as other financial statements from residents and businesses.

Patricia Winfield: This is a touchy subject, but it must be discussed. Council salaries. Now that we have a new designation of the City Council positions, I believe we should update the salaries for the positions. I propose that Council Advisors be paid $1,000, Council Chairs $3,000, and the Mayor $5,000 every period.

Claire Northcliffe: The only way I would agree to the Archive Librarian position being paid a measly $1,000/period would be if you cut down on its duties and add more Council Advisor positions to take up the slack. I do waaaay too much to get only $1,000/period.

Gregory Randolph: I agree Mrs. Northcliffe. We will decide on how to do just that in the next topic. Any other changes to laws, policies, ordinances? None...okay.

Conclusion: Financial statements are required per period, and will be maintained by SimTrust Bank and posted on the banks website at the end of each period. New Council salaries: Council Advisors = $1,000, Council Chairs = $3,000, Mayor = $5,000 per period. The Archive Librarian's duties will be cut down and discussed in detail next.

Archive Librarian overworked

The Archive Librarian position has been a catch-all position since Simday 1. Current duties include resident directory upkeep, immigration records and assistance, public library management, financial records upkeep, marriage license and birth certificate filings, journal records publication, census records publication, community events records and publications, business certificate issues, home ownership right issues and other small record-keeping duties including Council Meeting Minutes.

Gregory Randolph: Wow, I see what you mean about being overworked, Ms. Northcliffe. We definitely need to alleviate your workload.

Claire Northcliffe: Thank you, Mayor Randolph. From Simday 1, any new services that we offer as a community has been laid on my lap. It is simply too much for one person or position to handle. Especially for only $1,000/period. *grumbles at Patricia Winfield*

Patricia Winfield: Well, let's see what we can take away. We could make a new position for an Immigration Travel Agent to handle all immigrations and assistance. But I think the Archive Librarian should still be in charge of the resident directory and profiles as well as the resident journals.

Claire Northcliffe: I agree with that statement. And I can still do that while managing the Public Library since that is where my new office is anyway.

Maya Deppiesse: The financial records should definitely be handed over to SimTrust Bank. And Business Certificate issues and all Home-Ownership Right issues.

Ross Layfield: But the Archive Librarian will still have to maintain the Council Meeting Minutes. And I don't see how we could divert the marriage license or birth/death certificate issues unless you also take away the Census record-keeping to a new position. Since they are technically census documents.

Claire Northcliffe: Okay, but then we could still take away the Community event record-keeping and publication. That should fall on our journalists and reporters, in my opinion.

Patricia Winfield: That sounds right to me.

Gregory Randolph: Wonderful. That should make things a bit easier for you, Ms. Northcliffe. We'll check back with you at the next Council meeting to see how it is working out.

Conclusion: The revised Archive Librarian duties include resident directory, resident journals, census records, marriage licenses and birth/death certificates, public library management, and Council Meeting Minutes records. A new position of Immigration Travel Agent will be created to take over immigration and assistance issues. SimTrust Bank will now handle all financial records and statements, business certificate issues, and home ownership rights issues. Community events and publications will now be handled by a team of journalists and reporters. This topic will be re-visited at the next Council Meeting on Simday 21 to see how the new arrangement is working out.

Welcome to the Harper's Cove Garden Club webpage! We are a group of nature lovers who get together to create and maintain the gardens and natural areas of the beautiful town of Harper's Cove. We primarily work for conservation and beautification of public and private areas.

Founded on Simday 16, the Harper's Cove Garden Club is always accepting new members. Member requirements include an interest in Environment + Weather > 12, and of course you must be an Adult or Elder. Contact Hank Swanson, our Club President, for application and membership information.

Currently we do not have a permanent base of operation. Salvador and Patricia Harbin have graciously opened their home for our meeting this period. Any events put on by the Garden Club will be held at the Farmer's Market for the time being. We also hold events at the specific locations where the event will take place. Our first event is the Garden Club Volunteers Program in which we will be volunteering our time and efforts at both the Playful Paws Pet Park and the Peaceful Paws Pet Cemetery, doing lawn and garden work. Pet Park and Cemetery Details

On Simday 16, the City Council agreed upon the Pet Park and Cemetery Proposal we brought to the table. Construction of both sites began that same day and were finished on Simday 17. There were a few things that the City Council did not agree with in our proposal, and we were able to come to a compromise. Below are the terms of our agreement.

The pet cemetery was named Peaceful Paws Pet Cemetery; a name which suits it well. Although we originally proposed that both the cemetery and the park would be owned by the City Council, the cemetery is the only one for which that is the case. The cemetery property itself is owned by City Council since it is a social service lot in technicality. The Pet Society will pay a monthly rent of $300 to the City Council for use of this property, however City Council will pay for all upkeep costs that we cannot fill by use of volunteers.

It was agreed on that the Pet Society can charge $300 per burial plot and an additional $300 for a funeral/reception service at the Playful Paws Pet Park. We cannot however provide food/beverages or entertainment. That additional $300 is for the rental of the park's gathering room only. Like any business, we must pay the 10% Business Tax, although we are not required to purchase a Business Certificate since we are technically a Non-Profit Organization. All of the money earned by the Pet Society must be used for society needs (i.e. Rescue Shelter, charity, etc.) or general upkeep of Pet Society property. In addition, the Pet Society can only employ volunteers, and no member is to be paid a salary or compensation of any sort. In addition to profit from services, the Pet Society may receive donations that are considered tax exempt.

As for the pet park, it has been named Playful Paws Pet Park. The City Council felt that this property would not be used for a social service and therefore they did not agree to buy the property. Instead, the Pet Society has bought this property and is working with Mrs. Bella Creelman from Creelman Realty on a reasonable mortgage plan, due to the fact that we are a non-profit organization and cannot afford high monthly payments. More info on the mortgage details and payment plan to come, once everything is in place. We will be paying a monthly mortgage payment and property tax, but we did not have to buy a Business Certificate. All maintenance costs are up to us to fund via volunteers or payment.

All services that we provide as an organization are taxable income, donations however are tax exempt. Due to the expenses we are going to be facing, we need to step up our fundraisers and donation-awareness programs to increase the amount of funds available for our future plans including a Rescue Center for stray and injured animals along with an adoption assistance service for those animals. We also will need to rely heavily on volunteer-work, and each member will be expected to help as much as possible.

In closing, we need to add a Community-Awareness program to relate our need for volunteers and donations. Perhaps even start planning a fundraiser for next period? I will add these two items to our agenda.

Welcome to the Harper's Cove Pet Society webpage! We are a group of pet lovers who get together with our pets every period to socialize and play. We also take it upon ourselves to secure rights and social services for pets and pet-related issues.

Founded on Simday 16, the Harper's Cove Pet Society is always accepting new members. Member requirements include an interest in Animals + Entertainment > 7, and of course you must be an Adult or Elder. Contact Ross Layfield, our Club President, for application and membership information.

Our office and meeting place is at the Playful Paws Pet Park, on the 2nd floor. We are proud of the construction of our brand new facility, and also of the new Peaceful Paws Pet Cemetery. All events and gatherings will take place at the Pet Park unless otherwise noted.

Announcement on Simday 17: *New*
Park and Cemetery Plans Accepted
City Council accepted our plans for the new Pet Park and Pet Cemetery. A few details were changed by the City Council for the ownership of both properties and the taxing of services we will provide. A full write-up of the new plan can be read here. Both properties have been built and are open for use as of Simday 17. Both lot profiles can be found by visiting the Real Estate Directory.

First Meeting Time Scheduled
A meeting will be held on Simday 16 of this period to set down our club rules and regulations, as well as come up with a plan for the new Pet Park and Pet Cemetery, and set down specifics about events and services. The meeting on Simday 16 is for humans only, no pets please. We will be meeting at Ross Layfield's home at 301 Highland Avenue Unit 5 promptly at 7pm. Please bring your dues as well as your share of the $500 group registration fee. We will meet again on Simday 20, if the Pet Park has been constructed.

Explanation of Laws/Policies/Ordinances

Further explanation on some laws/policies/ordinances can be found in the appropriate Council Advisor’s Notes. If further notes are available, mention will be made in this document. All advisor notes can be found from the Administration Office webpage.

Revision and Compliance Policy

All laws, policies, and ordinances stated here-in are subject to change and revision at any time and must be upheld by every sitizen of Harper’s Cove whether settled-in or immigrating. Effective Simday 1.

City Funds Policy

All money from advertisements, Council-owned property rents, rights, taxes, fines, fees and any other Council-sponsored event are to be paid to the City Council to spend towards the upkeep and function of Harper’s Cove. Budgets are available for public perusal each period in the Administration Office online or in the Archive Library in City Hall located on the 2nd floor.

**Revised Simday 16** -- All City Budget records from Periods 1-3 (Simdays 1-15) were destroyed by the hurricane. Records starting with Period 4 (Simdays 16-20) will be on file from hence forth.

City Council Structure & Election Policy

The City Council is made up of a panel of advisors divided into 3 sections. The general assembly of Council Advisors, the Council Chairs, and the Mayor. All positions are elected to office.

The Council Advisors are representatives of their career track. Any career track can be represented by a Council Advisor if and only if there are at least 2 sims currently participating in that career. Council Advisors are elected by the populace based on community score. They have no voting power in the Council and only serve to give advice, opinions, and information based on their area of expertise, as well as raise awareness for issues within their area to the Council Chairs and Mayor.

The Council Chairs are made up of 4 advisors. Election criteria is the same: there must be at least 2 sims in the career track for a Council Chair to be elected for that track. An advisor is first elected to the Council Advisor position, and the 4 members with the highest community score are elected to Council Chair. They have voting power in the Council and work closely with the Mayor in all aspects of government and administration, as well as serving their area of expertise by giving information, advice, and raising awareness for specific issues.

The election criteria for the Mayor is the same as the above positions. There must be at least 2 sims in the career track, he/she must be elected to the City Council, and the sim with the highest community score of the City Council then becomes the Mayor. The Mayor has a vote in the City Council decisions and brings their advice on their area of expertise to the Council as well. The Mayor also serves as the Ambassador and Spokes-Sim, and represents Harper’s Cove in all foreign relations, events, and legal communication. The Mayor also serves in all public events and appearances at home and abroad.

City Council Salary Policy

All positions are paid at the end of every period (every 5th simday). Council Advisors are paid $1,000, Council Chairs are paid $3,000, and the Mayor is paid $5,000.

Law of Impeachment and Replacement

Any Council Advisor, Chair, or Mayor can be removed from office for any serious transgression of the law or if they are unable to perform their duties for any reason. Any impeachment charge will be handled in a court of law trial with a final legal decision and action.

Any Council Advisor, Chair, or Mayor may resign from office for any reason with proper notification of resignation.

Any Council Advisor, Chair, or Mayor can be replaced if they resign, if they succumb to death, or if they are impeached.

In the event that a Council Advisor is impeached or resigns, their seat will remain empty until the next election time. If a Council Chair is impeached or resigns, the Council Advisor with the highest community score will take their place as Chair. If the Mayor is impeached or resigns, the Council Chair with the next highest community score will take their place as Mayor.

Immigration/Emigration Ordinance

Harper’s Cove welcomes up to 3 households per period. Townies and Downtownies can immigrate at any time. There is a $1,000 immigration tax due by the end of the first period of residence.

A household can leave Harper’s Cove at any time, unless money is due to the Council. A sim is considered a fugitive if he/she moves to another city before serving time in jail. There is no emigration tax.

Acquisition of Property Law

Property can be bought or sold at any time, for any legal reason. Appropriate taxes and fees apply to all sales. Proper mortgage and rental rates must be maintained in an accurate legal proportion. All purchases and sales must be registered with the City Council at the time of closing.

Mortgage rates consist of the purchase of a Home Ownership Right (HOR), 10% of the listed price down, and a period payment divided into a 60 day (12 period) mortgage period.

Rental rates are set by the property owners and contractually agreed to by the renter in a formal lease agreement. Rental rates (totaled for the entire property) cannot exceed 1.5x the period mortgage payment of the property.

Better Business Bureau Ordinance

In order to open a new business, the business must be registered with SimTrust Bank and a Business Certificate (BC) must be obtained. It is a one time fee of $15,000 to purchase a Business Certificate. You must apply for the BC with SimTrust Bank, currently located on Main Street. *revised Simday 16* Once the application is approved, the business is registered and categorized by the Archive Librarian. A business will be dedicated to one of the following categories:

--Trades (stores selling any type of goods)
--Foods (restaurants, cafes, bars)
--Pleasure (clubs, amusement, gaming, gyms)
--Services (offices, travels, social services, real estate, etc.)
--Agriculture (farming, residential lot)

A BC is connected to a single business, not a single lot. If there are 5 businesses on one lot, there must be 5 BC’s for the entire lot. BC’s must be sold with the property and the new owner must file the correct changes with City Hall. BC’s can be passed on to heirs, again filing the correct changes with City Hall. BC’s are non-refundable; the only way to get money back is to sell the business to another sim. There is a one time fee of $5,000 to change the category of the BC.

The only reasons that a BC will become null and void is if the business shuts down without selling to another sim, or if the lot is bulldozed to make a new community lot. In this case, the BC is lost and another one will have to be bought to start a business on that lot. If the lot is bulldozed, there is a $10,000 excavation fee.

A sim may purchase an entire business lot and construct their own building, following the normal mortgage laws per period. Or they may rent an already existing building/lot owned by another sim or City Council, following the normal rent laws per period.

Farming and Agriculture Policy

Any homeowner/renter is allowed to grow up to 5 plots of land without the purchase of a Farm Right. A Farm Right(s) is needed to grow more than 5 plots of land. A legitimate farm needs at least 1 Farm Right, which allows a farmer to grow quite a bit of produce. 3 Farm Rights or more will generally need at least 2 sims working the land.

Farm Rights are non-refundable, but they can be inherited or sold. Farming is considered a business, and any income made off the sale of produce must pay the standard Business Tax of 10% per period.

Each Farm Right costs $1,000. A BC is needed to start a farm, even if using just one Farm Right. Each Farm Right allows for 5 more plots of land to be utilized:
--0 Farm Rights: up to 5 plots
--1 Farm Right: up to 10 plots
--2 Farm Rights: up to 15 plots
--3 Farm Rights: up to 20 plots
--4 Farm Rights: up to 25 plots
--5 Farm Rights: unlimited plots

Tax Laws

All taxes are to be paid to the City Council on the 5th day of each period.

--Property Tax: $500/period if own or mortgage property
--Income Tax: 10% of income per period
--Business Tax: 10% of income per period
--Immigration Tax: $1,000
--Renovation Tax: $500, $1,000 (if renovation > $30,000)

The Administration Office is currently located in City Hall. This is where the Council holds its meetings and also where all administrative business is conducted.

The first floor holds the current Welcome Center complete with a gift shop and information for newcomers to Harper's Cove. Also on the first floor is the Council Meeting Room, aptly named the "Winfield Meeting Room" after our first Mayor, Lloyd Winfield. The first floor also holds the Mayor's office and waiting room.

The second floor is home to the City Hall Wedding Chapel where residents can have a small and intimate wedding at a minimal cost of $500 (price of using the venue only). This price does not include food, music, or live flowers. The Wedding Chapel comes already decorated in a neutral color scheme; change of the decorations is not included in this fee. The office of the Archive Librarian can also be found on the second floor, along with a library of all the legal documents and records of Harper's Cove available to the public for perusal.

Only careers with 2 or more sims can be represented in the Council by an Advisor. The sim with the highest community score (political interest x friends x skills) will be elected as the Advisor for that profession, and the Council member with the highest community score will become the Mayor/Spokes-Sim. Council members will now serve for only two periods, and elections for the new Council will be held on the last day of the 2nd period. Elections for the next two periods will be held on Simday 16.

Hurricane Threatens Resident's safety
A major hurricane is off the coast of Harper's Cove and residents are urged to secure their homes and personal belongings as well as family members. We are in for a rough ride, and it may be some months before we are back up and running.

Child Support Plan
Law Enforcement advisor, Sheriff Daryl Clayton, has proposed a Child Support plan to the City Council and it has been accepted. The parent without custody must now pay 1/2 of the following: each child's rent, health insurance and medical bills, maternity hospital bills, college tax/fees, and $500 per period for food and well-being.

Child Support

It has become apparent during this period (Period 3) that Harper's Cove is in need of a Child Support System, due to the fact that our town is growing in population...and not just among the married residents. Therefore, I have proposed a plan for a Child Support System to the City Council and it has been approved. This plan takes effect as of Period 3. The plan is as follows:

Child Support consists of:
--1/2 each child's rent
--1/2 each child's health insurance
--1/2 child's hospital bills (deductibles and co-pays)
--1/2 maternity related hospital bills (labor and delivery, check-ups, emergency care, etc.)
--1/2 college tax and fees
--$500 each child for food and miscellaneous expenses

Who Pays Child Support?
--Child Support is paid by the parent who does not have custody of the child. This applies to both parents whether male or female, and parental rights are based on DNA not on marriage. (Step-Parents do not have to pay child support for any children that are not biologically theirs after a divorce.)

Who Receives Child Support?
--Child Support is received by the parent who has custody of the children. The parent whom the children live with, in other words. The money is to be used for the welfare of the child, and nothing else.

When is Child Support due?
--Child Support payments are due on the last day of the current period. Payments are made until the child reaches 18 years of age or until marriage or moving out, whichever comes first.

How do I file to receive Child Support?
--To file for the receipt of Child Support at this time, please visit the Harper's Cove Police Department and fill out the necessary paperwork. This office will be moved to the Court House upon its construction, and handled by the Clerk of the Court. Until that time, I will be handling all Child Support claims. Once the paperwork has been filled out, an investigation will take place and both parents will receive further information and instructions in the mail.

Kick-Off Barbeque

On Simday 11, the first annual Food Expo of Harper's Cove began with a bang! A "Kick-Off Barbeque" was held at Harper's Park, and every single resident of Harper's Cove was in attendance. The Barbeque began with an opening speech from Mayor Winfield. He was happy to see such a big turn-out for our first community-wide event, and he was proud to say that the event raised $530 for the City Council.

The first activity of the day was a lecture on "Gardening 101", given by Annabelle Randolph. A pretty nice crowd came over to hear about gardening basics. It looks like there will be lots of new gardens popping up around Harper's Cove this month.

Mrs. Randolph explained the basics to starting a garden, and how to plant and take care of your plants. She used tomato plants as a demonstration, and showed the residents how to go about planting seeds. It seems sunlight, watering, and weeding your plants are all very important; and she urges everyone to use fertilizer or compost before planting. Also, bugs can be a nuisance. So Mrs. Randolph suggested lady bugs as a natural remedy for insect infestations, although pesticide works as well.

The next major part of the event was the Garden Decor Showcase! The residents were all very excited to see the latest trends in garden furniture and decor. Four manufacturers set up displays right there in Harper's Park. Later on this month, the winner of the garden competition will get to take home one of these lovely sets.

The first set was a lovely woodsy picnic set by Meshkiste. The bench can be used as seating for the covered table, or separate as shown in the display. The covered table is wonderful for sunny days, and provides some cool shade for even the hottest of sims. The hammock is actually by Murano Mobilia.

The next display was a modern patio set by Maylin. The bright aqua coloring is beautiful and exotic, and the umbrella offers refuge from the hot sun. The intricate carvings give the set style and make it unique.

The next set is actually a mixture from two different manufacturers. The frame and canopy is by Meshkiste and the beautiful seating and tables are by Meshkiste, but were reupholstered by a designer from MTS2. This display was a favorite among the female residents.

The last display was provided by Aussie Topenders. The beautiful floral pattern is pleasing to the eye, and can make just about anyone relax. The couch is perfect for a comfortable catnap.

The "Better Berry Bake-Off" pie contest was next on the agenda for the Kick-Off. The contest was held on the main stage, and was judged by two of Harper's Cove's newest residents: Martha Swanson and Patricia Harbin. Both Mrs. Swanson and Mrs. Harbin (along with their families) just moved to Harper's Cove on Simday 11; just in time for the Kick-Off! The two ladies were happy to participate, and get to know the other residents. The four Bake-Off contestants were Claire Northcliffe, Patricia Winfield, Larkin Trillby and Melanie Winfield. Maxis Manufacturing Company was nice enough to outfit our stage with 4 stoves and countertops, as well as 2 refrigerators and various other cooking supplies. Mrs. Swanson announced the rules to everyone, and Mrs. Harbin began the timer.

The four contestants just about fought each other to get to the fridge first. But once they had their ingredients, the race was on! The only sound was cheers from the crowd as the four ladies began baking their pies.

In the end, it was the youngest contestant who won first place! Melanie Winfield took home the trophy and a $100 gift certificate to the Farmer's Market. The judges said her pie was perfectly crunchy on the outside and sticky on the inside. Second place went to Claire Northcliffe who received a $50 gift certificate to the Farmer's Market, and third place went to Larkin Trillby who received a $25 gift certificate to the Farmer's Market.

Next up was the Fishing Challenge. All of the residents were eager to participate in this contest. The rules were simple: First person to catch a fish wins! The contest was split into different categories which included Teen, Young Adult, Adult, and Elder.

First up was the Teen division. The contestants were Charity Randolph, Emily Northcliffe, Matthew Winfield, and Jesse Clayton. It wasn't long before the first fish was caught by Matthew Winfield.

Next was the Young Adult division. The contestants were Melanie Winfield, Lainey Northcliffe, Meadow Thayer, and Trevor Clayton. Lainey Northcliffe quickly reeled in a big fish, making her the winner.

The Adult division was next to cast their lines. The contestants were: Lloyd and Patricia Winfield, Claire Northcliffe, Daryl Clayton, Abhijeet and Maya Deppiesse, Gregory and Annabelle Randolph, Sergio and Flora Gitano, Larkin Trillby, Kin Kyoshi, Salvador and Patricia Harbin, Ernest Swanson and Bella Maynard. And the lucky winner was Kin Kyoshi, who caught the biggest fish out of all the divisions.

And last was the Elder division which only consisted of two people: new residents Hank and Martha Swanson. It was a close match, but Hank finally reeled in a fish only seconds before his wife. Martha was seen smacking Hank on the back of the head soon after.

The Harper's Cove Fishing Champions (left to right: Kin Kyoshi, Hank Swanson, Lainey Northcliffe, and Matthew Winfield) gathered on the main stage for pictures and awarding of prizes. All of the winners won a trophy and their catches were made into wall mounts for them to keep.

The final attraction of the day was a special live performance by our very own celebrity, Sergio Gitano. Sergio moved to Harper's Cove on Simday 6. He's married to an aspiring actress named Flora and they just welcomed their first child Dahlia, who happens to be the first baby ever born in Harper's Cove. Sergio is a very talented musician, who writes his own music.

Sergio has a magnificent stage presence which really captures the attention of the entire audience. There was barely room to stand near the stage due to all the fans who were dancing and trying to get closer to Sergio. It was a wonderful end to a wonderful day.

Even though the day sounded hectic and busy, the residents still had plenty of time to meander about and socialize. The Mayor was seen chatting with the newest residents of Harper's Cove and really making an effort to get to know them.

All in all, the Kick-Off Barbeque was a raging success. The residents of Harper's Cove are really excited about this year's Food Expo and cannot wait till the upcoming festivites. The Greenest Garden Competition starts on Simday 12 and ends the last day of June. There are two lectures planned in the month of June to help out new gardeners, and the Patio Garden Party (held at the Patio Cafe) will finish off the month of June festivities. It will be held on the last day of June. I will be posting updates and pictures once these events take place, so check back often!
